1. 研究目的与意义

今天电子商务已经深刻的影响了每一个人的生活,影响了社会经济的方方面面,也在推动着我们社会的各方面的转型和升级。在整个电子商务方兴未艾的大发展的客观的形势下面,我们从几年以前开始,大家讨论的焦点问题,开始落到中国的农村,这不仅是因为我们中国农村有超过一半的人口是在我们广大的农村这58万个行政村里面,更重要的是,中国最广大的消费者消费的众多的物资,众多的产品,其实很大程度上都来自于我们广大的农村。农村市场既作为一个消费市场的最末端,我们在农村的广大农民,我们很多的在农村的生产者,本身他就是最广大的消费者。

另外一方面,其实农村又是我们整个中国经济从供给上面又是一个源头,他给我们整个市场带来了源源不断的丰富的商品和物资。所以,怎么样利用电子商务能够推动整个中国的农村电子商务的发展,推动中国县域经济搭上整个互联网的翅膀,能够在我们今天互联网 ,在实体经济和数字经济相结合的大背景下,怎么又落到我们整个县域经济,落到农村经济的发展这个上面,我们共同面对了一道完全全新的课题。

2. 研究内容和预期目标

本文研究沿着提出问题--分析问题--解决问题的思路,以淘宝商城入驻农村消费市场为例,对当前淘宝网开拓农村消费市场的相关问题进行研究。具体研究内容如下:

3. 国内外研究现状

互联网普及率会提升。这个数据是从11.6%提升到27.5%,在未来的3年里面,在社会各界政府更多的投入和推动下,包括是宽带中国建设巨大推动下,我们觉得互联网的普及率会进一步得到提高。这个基础设施的改善,是有利于整个农村电商的发展。同时我们看到今天由PC转到移动端的使用,手机终端购买的门槛成本大大的降低,也使得更多的农村的消费者有机会投资客户终端基础设施,我们也理解成把这样一个由消费者自己投资这样一个手机,构成了整个基础设施的体系,同时,农村的购物状态也会得到进一步改善,物流体系不断地成长和改善,优化。随着购物的扩展,达到一个零界点之后,进一步提升企业的能力。农村的网商的群体带动的消费。农村的网商是买东西的,我们统计发现,农村的卖家数量已接近48万的家数量,卖家同时也是一个买家,同时发现淘宝村的存在,淘宝村不断地兴起和发展,也是带动消费的增长点,基于淘宝村的研究发现,淘宝村的购物比例也是远远高出非淘宝村,淘宝村消费能力,沙集村的订单达到7.8万单,当他是一个很好卖家的同时也是一个很好的买家。我们看到农村的网商群体带动消费的潜力越来越大。进城的农民在大城市里头得到很多的见识,同时也得到网购的经验,再回到农村的时候,我们统计发现,新生代的农民工,10%的收入,用来购买服饰的,我还发现王小刚(9.19敲阿里巴巴上市钟)一个农民网商,是从一个农民工,做网购的,也体现了一个特征。电子商务平台整体上在拉动农村的网络消费市场,到处刷墙的当当等,构成促进农村网络市场更大的一个驱动力。在赶街网,在遂昌已经建成了140多家的购物站,每个月网点每个月带动消费金额1万元,赶街网点带动农民的本地生活,同时带动了农村创业者,基于买卖双边的生态体系,支持他们创业。所以这个模式会一步步变成,更多的其他模式,另外我们还发现了其他的福建模式,地方政府和地方的商业机构公司推动的网络服务平台 信息平台 草根物流配送的体系。这个平台已经覆盖到全国8个省,4万多用户。月度交易额达到4亿水平。从发展农村电商消费的经济社会价值来看,这件事情很值得做,整体上拉动农村经济持续发展,是农村经济的一部分,首先他会拉动农村的一个内需,促进经济的增长和产业转型,在整个国家消费增长的方向上,边缘的三线、四线、五线城市的消费需求增长是非常快速的,所以这个市场的挖掘会带来和激活很大的增量,刺激国家内需的增长。 第二是推动农民的消费群体,提升农民生活水平。第三个会带动农产品进城。我们发现,最早的时候,淘宝去推各种各样的地方淘宝馆,就是把东西卖到城里,那现在在推赶集的模式,就是把东西从淘宝网再卖到农村,当能够去让农民大规模的买东西的时候,其实也是尝试技术和思想,去把东西从农村卖给全国的方向。农产品进城,被主要的农村消费带动,同时促进农村就业,提升农民的幸福指数,只要在农村买到与城里一样的东西,会发现一个很惊喜的现象,农村都市化的途径。作为我们看,怎么把握下一阶段农村电商发展的新的机遇,很多县长也看到很多问题,第一、宽带、第二、支付、第三、物流,三大问题,可能最需要我们解决的,需要我们地方政府,包括在农村的整个服务商,推动整个市场的早期的培育和成长。那么政府要做什么呢,政府要做初步规划和合理的引导,政府要营造环境,电商消费的体系要推动出来,政府要扶持县级的运营中心,有那么多行政村慢慢被电商化,共同去运营,相互之间交流经验,实现共创。把握平台关系,更多的要依赖于大的电商平台,完全剥离现有的互联网经济体系,去创造一个平台难度越来越大,依托于互联网的成规模的体系,更有利于农村电商消费的成长。做好农村产品的冷链的服务,产品质量的检测、产品的信用体系,规则,要建立起来,农村的物流,这些是政府需要去主导和统筹的事情。
